What We Do

  

SCG’s Proposal Estimators and Pricers develop compliant, well-supported cost estimates that align with Government requirements and Pricing documents. SCG analyzes all cost drivers—including labor, materials, schedule, location, and specialized equipment—to quantify the resources required to execute the proposed scope of work. The team collaborates closely with technical staff to develop the Work Breakdown Structure (WBS), align costs with the schedule, evaluate subcontractor and vendor pricing, and ensure consistency between the technical and cost volumes.

SCG’s Basis of Estimate (BOE) clearly documents estimating methodologies, assumptions, data sources, and risks to support Government cost realism and reasonableness reviews. Estimates incorporate time-phased labor, escalation factors, allowances, and historical or parametric data from comparable projects. SCG leverages a BOE development tool to standardize methodology, reduce errors, improve auditability, and deliver accurate, defensible, and credible Government cost proposals.

    • Development of compliant, defensible cost estimates aligned with Government pricing requirements and FAR guidance
    • Identification, collection, and analysis of all cost drivers, including labor, materials, schedule, location, and specialized equipment
    • Quantification of resource requirements to execute the proposed scope of work
    • Evaluation of subcontractor and vendor proposals for price realism, completeness, and technical consistency
    • Collaboration with technical teams to develop Work Breakdown Structures (WBS) and align estimates with the Pricing Schedule
    • Determination of equipment needs, labor hours, staffing mix, sequencing of operations, and physical constraints
    • Inclusion of taxes, insurance, warranties, Other Direct Costs (ODCs), and applicable allowances
    • Assessment of make-or-buy decisions and application of allowances for waste, weather, nonproductive time, and schedule risk
    • Development of time-phased cost estimates, including learning curves and escalation factors
    • Use of parametric and historical analysis from comparable Government and commercial projects to support cost reasonableness
    • Preparation of Basis of Estimate (BOE) documentation that clearly defines assumptions, methodologies, data sources, risks, and opportunities
    • Support for Government cost realism, reasonableness, and allowability reviews
